Mark Freeburn
Chief Executive Officer
Mark brings more than 10 years of health care management expertise to HealthSouth Rehabilitation Hospital of York. Prior to joining HealthSouth in January 2006, Mark served in a multitude of capacities in the health care arena, including development, finance and regional operations. Mark received a bachelor’s degree in business administration from Pennsylvania State University. Mark is a native of Central Pennsylvania and resides here with his wife and two daughters.

Bruce E. Sicilia, M.
Medical Director
Dr. Sicilia has served as Medical Director of HealthSouth Rehabilitation Hospital of York since 1994. He completed his internship in internal medicine and his residency in physical medicine and rehabilitation. Dr. Sicilia is board certified in physical medicine and rehabilitation (PM&R), spinal cord injury, neuromuscular and electrodiagnostic medicine, pain management, independent medical evaluations (IME), and acupuncture. Additionally, Dr. Sicilia has a degree in speech pathology and has served as a professor of PM&R at George Washington University Hospital in Washington, D.C., prior to coming to HealthSouth. He is in private practice at York Rehabilitation Associates, P.C., and can be reached at 717-764-0840.

Heather Boyle, OTR/L
Director of Therapy Operations
Heather joined the HealthSouth team in 1999, after working in rehabilitation and long-term care in Florida and Tennessee. Heather graduated from Elizabethtown College with a bachelor’s degree in occupational therapy. She also received a master’s degree in business administration from Troy State University. Heather is certified to perform Functional Capacity Evaluations and Post Offer Employment Testing and is NDT trained.

Courtney Stoner
Director of Marketing Operations
Joining HealthSouth in December 2008, Courtney oversees the administration of the hospital’s comprehensive marketing plan and the hospital’s admissions office.  Courtney brings more than 10 years of experience in the community health and development arenas from not-for-profit organizations in York County, including WellSpan Health, Hanover Hospital, and the Susan P. Byrnes Health Education Center.  Courtney holds a master’s degree in health communication from Tufts University School of Medicine and bachelor’s degree in biology and communications from Albright College. She is a board member for the United Way of York County, fundraising co-chair for the City of York’s “Bring on Play” initiative, and volunteer with the York Young Professionals, Christ Lutheran Church, and York Arts.


Tracey Claxton
Chief Financial Officer
Tracey has served as the chief financial officer at HealthSouth York since January 2007. She brings more than 13 years of experience in accounting, financial analysis and health care finance. Prior to joining HealthSouth, she spent several years working for Johns Hopkins Healthcare and Maryland Physicians Care health plans. Tracey earned a bachelor’s degree in business administration from the University of Phoenix and a master’s degree in business administration and finance from Johns Hopkins University in Maryland.

Daniel C. DeFalcis, MD
Associate Medical Director, Director of Neurological Rehabilitation, and Director of Spasticity Management
Dr. DeFalcis has been with HealthSouth since 2002. He completed his internship in internal medicine and his residency in physical medicine and rehabilitation. Dr. DeFalcis is board certified in physical medicine and rehabilitation (PM&R), independent medical evaluations (IME), pain medicine, and spinal cord medicine. Brett McChesney
Director of Risk Management & Quality Assurance
Brett has been with HealthSouth for more than 10 years, occupying various leadership roles, most recently coming to York in July 2008.  He earned a bachelor's degree in psychology and an associate's degree in respiratory therapy.  Brett supervises the HIMS/Medical Records, Respiratory Therapy, and Medical Staff Credentialing Departments, in addition to overseeing the hospital's quality, risk management, and patient satisfaction and safety efforts. Brett lives in Mechanicsburg with his wife and two children.

Sally Arthur
Director of Human Resources
Sally has been with HealthSouth since May 1997 and has more than 25 years of health care human resource experience in Pennsylvania and New Jersey. She earned a bachelor’s degree from Susquehanna University and a master’s degree in human resources from LaSalle University. Sally is a 25-year member of ASHHRA (American Society for Healthcare Human Resources Administration) and SHRM (Society of Human Resource Management), and holds a PHR certification from the Society of Human Resources Management.

Elizabeth Bebe, MSN,
Chief Nursing Officer
Liz joined the HealthSouth of York team in February 2008. She brings more than 20 years of direct patient care and nursing administration experience primarily in acute care settings including intensive care, medicine, surgery, rehabilitation and outpatient services. Liz is an MSN graduate of University of Rochester in Rochester, New York, and received her BSN from Niagara University, Niagara Falls, New York. Liz resides in the Mechanicsburg area with her husband and two children.
